She was born in Hammond, Indiana and graduated from George Rogers Clark High School. After graduation, she was initiated into Tri Kappa, a state of Indiana social and charitable sorority. Dorothy attended the University of Illinois - Champaign/Urbana Campus and received a Bachelor of Science degree in Education. Her double majors were in biological and political science and she was a member of Alpha Delta Pi Sorority. After leaving the university, she became a member of "The Flying Squadron" at the Goodyear Tire and Rubber Company in Akron, Ohio, a select group of production workers who were trained to perform any task in the factory and who worked to prevent delays in production during World War II. She served as an apprentice for six months and then became a buyer and expediter of services and display equipment for Goodyear stores and dealers. It was at Goodyear where she met and married Alfred E. Bovard. Goodyear transferred them to several locations before they finally settled in Atlanta, Georgia in 1958. In 1958 the Bovards joined the Atlanta first United Methodist Church. They were active members of the MACO Class. Dorothy was a past president and served on several committees. They were also active in the church, serving on various committees.

Dorothy worked at Internal Revenue, Chamblee, Georgia, for seventeen years. She had many hobbies but the one most dear to her was her membership in the Bullock Hall Quilt Guild of Roswell, Georgia. Dorothy chose to do all her quilting by hand and especially liked to do appliqué. She won several ribbons for her designs and workmanship and was chosen to submit a quilt to the Atlanta Olympic Committee to be presented to one of the participating teams in the 1996 Olympic Games. She cherished her many friends in the Guild and the MACO Sunday School class. Dorothy's husband preceded her in death, May 8, 2004. She is survived by her children, grandchildren, and several nieces and nephews.

Family will receive friends from 2:00 pm until 3:00 pm at Presbyterian Village in Austell, GA.
